Future Directions
Annual funding for Phase III will continue at $397,000 for a total five-year budget of 1.985 million from 1999-2004.
A key element of the Phase III proposal development was the assessment of the value of C-SHRP and SHRP to Canadian highway agencies. An assessment project undertaken in the US measured the benefits of SHRP products against the costs of development and implementation. The benefit/cost analysis estimated tremendous potential savings for highway agencies. A ratio of 21:1 was predicted of agency benefits to costs, and as much as 75:1 when road users’ benefits were added to those of the agencies. Estimated dollar savings have been reported at an aggregate level, incorporating the entire US highway network. As an example, implementation of Superpave performance graded binders could save as much as $484 million to $785 million dollars over time in the US. Although such enormous savings may not be achieved in Canada with our smaller highway network, it is important to note that Canadian investment has also been on a much smaller scale and the relative savings would be significant, as predicted by the benefit/cost ratios cited above. C-SHRP’s survey of agency benefits, conducted in 1997, indicated that Canadian agencies are actively implementing many SHRP and C-SHRP products and stand to yield significant benefits in terms of cost savings and improved performance and safety. A number of success stories illustrating the benefits of SHRP and C-SHRP products in use in Canada were documented as part of the proposal for a third phase of C-SHRP. The recently released document "Initial Assessment of C-SHRP Benefits Through Case Study Analysis" provides a preliminary look at the potential benefits provided to provincial agencies through SHRP product implementation for the years 1999-2008. A follow up investigation to broaden the extent of the assessment scope to include other agencies such as municipalities is currently underway.
